Academy/University/College (A/U/C) CAN Athlete FIS card Registration & Race Entry Procedure Club, PSO & NSO responsibility checklist
In effort to improve communication between PSO & NSO of Academy/University/College Athlete registrations and race entry requests a new, yet similar policy, will be introduced for the 2009-2010 season. As Academy/University/College Athletes fall under the PSO quota considerations & PSO/CSA/ACA liability policy accurate reporting of these athletes is imperative. In a joint effort Club's, PSO's & NSO will work together to educate and support our athletes in out of province programs. A few key areas must be covered in each case with regards to athlete registration for a FIS card & race entry requests:
- Proper registration of A/U/C athletes for a FIS card via a club/PSO and reporting A/U/C designation to the NSO
- Collection of a full athlete profile at registration for FIS card
- Education of the A/U/C program coach on CAN policies and race entry timelines by the PSO/Club
- Timely communication by PSO to NSO of those applicable athletes from their province or region on the A/U/C tracking spreadsheet
- Education of A/U/C Coach of CAN race entry request policies & procedures
- Education of A/U/C Coach of CAN 4 regional start rule
Registration Policy & Procedure
Upon registration of a A/U/C athlete with a club/PSO for a FIS card additional personal information for each athlete must be recorded:
- A/U/C institution name & competitive program name
- Proof of enrollment (Ex: School transcript, Program registration receipt, letter from coach) to be copied and forwarded to ACA
- A/U/C program coach contact information - coaches name, email address, & phone numbers (landline & cell)
- Once registration is complete the Club/PSO is then responsible to ensure that a full A/U/C athlete profile captured and A/U/C status is clearly denoted
PSO Registration & Education Responsibilities:
- Ensure that policy document is circulated to all clubs within their province or region to make them aware of policy changes
- Flag all requests from coaches of A/U/C programs that have not yet received the policy document.
- Educate coaches on proper channels of communication. Register athletes with the appropriate club and record athlete profile on A/U/C Athlete tracking spreadsheet.
- Collect & record all A/U/C athlete profiles in the A/U/C athlete tracking spreadsheet (provided by ACA) and transmit to ACA by November 1st, 2009
- Amendments to the A/U/C athlete tracking spreadsheet will be accepted up to December 1st, 2009 without penalty. Beyond the December 1st deadline a monetary sanction of $100 per late registrant will be applied to the A/U/C program coach. All penalties must be paid in full before registering for another event.
Race Entry Request Policy & Procedure
Education of A/U/C coaches of the following procedure and compliance is a PSO responsibility. ACA will no longer accept direct race entry requests from coaches of A/U/C programs. PSO & ACA will instruct A/U/C coaches to follow the race entry request procedures listed below:
- All A/U/C athletes are required to start in a minimum of 4 Regional Canadian FIS level starts within a 1 year period to remain in good standing with ACA. (Championships & NorAm Cup races are not permitted as starts under this rule). If athlete does not meet this requirement FIS & ACA cards will NOT be renewed the following season. This rule is applied for qualification to World University Games Teams. Exceptions: Canada District East & West athletes may be exempt from the 4 start rule if no FIS level races are being held in your region during the season in question.
- Entries must come on an official FIS entry form filled out in its entirety from the coach to the PSO no later than 2 weeks prior to the event.
- It is the coaches responsibility to fill in the correct FIS points for the athlete at the time of entry. These are the points that will be used for selection.
- As these athletes fit under provincial quota. Please make note of Canadian quota priorities that can be found on the ACA website.
- All entries must flow through their Provincial Ski Organization (PSO). Each PSO may have further procedural information in order to ensure compliance with ACA's timelines, please see list below for PSO contact information. Entries then for Nor Am, National Championship, out of country and certain selection races will come to the National Association via PSO.
- Entries are due to ACA from the PSO 2 weeks prior to the start of the event.
- Late entries will only be accepted if there is remaining quota
- Out of country (OOC) requests must be submitted to ACA 30 days prior to the race. Athletes wishing to compete in OOC races must meet a certain criteria to be allowed to race out of North America. Criteria specifics can be found at this link:
